1. Project and Development Policies

1.1 Information Technology Project Management Policy

The project management policy seeks to enable the Deanship of Information Technology to manage IT projects through the consistent implementation of the principles of project management according to best practices. The existence of a unified framework enhances the coordination and control of IT projects, reduces risk, and increases the opportunities of project success.

Overview

This policy applies to all IT projects within the scope of the Deanship of Information Technology, in accordance with the project management methodology followed by the deanship.

Scope

To ensure the management of IT projects at Umm Al-Qura University in accordance with the methodology followed by the Deanship of Information Technology for the duration of the project.

To ensure the continuity of project management effectively within the permitted areas of application, taking into account quality, resources (time and budget), and risks.

To ensure proper control and governance of project management.

Quality assurance, communication development, and risk management plans and their implementation for the duration of the project.

To ensure appropriate approvals and authorizations for the duration of the project.

To ensure communication with all stakeholders without exception and to familiarize them with all details.

To ensure that post-implementation audits are carried out effectively to ensure the better implementation of projects.

To support the university community in the management of IT projects through the application of standard principles, tools, and methods for project management.

Objective

Policy

  1. IT projects are managed at the university in accordance with best practices adopted by the internationally recognized Project Management Institute (PMI), to be reformulated according to data appropriate to Umm Al-Qura University.
  2. Projects that require the involvement of IT companies to help manage them, provide advice, or carry out implementation processes can seek to apply the best practices that these companies provide.
  3. Project managers must have professional qualifications, appropriate levels of experience, and project management training.
  4. All IT projects within the scope of the Deanship of Information Technology must adhere to the methodology of project management followed by the deanship.
  5. The Technical Projects Department oversees all IT projects at the university.
  6. Project owners, financiers, and sponsors must coordinate the objectives and strategies of their projects in line with the objectives and strategies of their respective departments, in addition to the objectives and strategies of Umm Al-Qura University.
  7. All applications for IT projects must be submitted online and evaluated according to the frameworks approved by the Technical Projects Management Unit at the Deanship of Information Technology.
  8. A practical study of all proposed IT projects should be included before starting selection and financing of projects.
