Abstract
The study aimed to identify the role of e-governance in developing the performance of academic leaders in Saudi universities in accordance with the requirements of the Kingdom’s Vision 2030، by revealing the reality of the application of e-governance principles in Saudi universities and identifying the obstacles to its application. To achieve these objectives, a descriptive methodology was employed, and a questionnaire was designed and administered to a random sample of 83 university leaders from three Saudi universities: Majmaah, Shaqra, and King Saud. The study results showed that the level of implementation of e-governance in Saudi universities from the perspective of the leaders was (moderate), with the arithmetic mean reaching (3.16 out of 5). There were also statistically significant differences at the significance level of (0.05) between the responses of the sample members towards (the implementation of e-governance and its obstacles) in Saudi universities according to the variable of (administrative position) in favor of the category of (head of department). The results also indicated that the most significant obstacles to implementing e-governance in Saudi universities, from the leadership's perspective, include: the lack of a unified university-wide system for evaluating leadership performance; the absence of participation from all stakeholders in planning and system development committees; and limited awareness of e-governance culture among some academic leaders. In conclusion, the researcher presented a proposed framework for developing the performance of academic leaders in Saudi universities in accordance with the requirements of the Kingdom's Vision 2030.
