Abstract
The study aimed to reveal the availability of internal competency of both quantitative and qualitative types, as well as the external competence of on-the-job teacher rehabilitation programs recently introduced by the Ministry of Education, as these programs sought to provide the teacher with new disciplines needed by the Ministry of Education. Then the study worked on estimating the individual and collective returns obtained from the rehabilitation programs from the point of view of the graduates, who numbered (115) graduates. Where the results of the study revealed a high internal efficiency of both types, quantitatively and qualitatively, as well as a high external efficiency of these programs. The results also showed that the individual returns obtained are medium, while the collective returns obtained from these programs are high.
