Overview
In accordance with article (3) of the regulations governing the affairs of Saudi university employees or those of equal rank, a permanent committee shall be formed in each university to manage the affairs of the teaching assistants, lecturers, language teachers, and research assistants. The Vice President for Postgraduate Studies and Scientific Research will chair the committee, and its members shall be composed and appointed in accordance with a decision issued by the University Council. The permanent committee shall submit its recommendations to the council, and its duties shall include the following:
(1) Proposing the general policy for the selection of teaching assistants, lecturers, language teachers, and research assistants, and overseeing the distribution of the new academic staff to the various colleges and departments.
(2) Commenting on the recommendations proposed by the different college councils regarding the appointment of the teaching assistants, lecturers, language teachers, and research assistants, in accordance with the following criteria:
a. The number of Saudi college members and their percentage of the total number of academic members in the department, the fields of their specific specializations, and the respective teaching loads.
b. The number of lecturers, teaching assistants, language teachers, and research assistants in the department.
c. The number of scholarship students at the department, the fields of their specific specializations, and the expected dates of their return.
(3) Proposing the distribution of the posts of teaching assistants, lecturers, language teachers, and research assistants, according to the needs of the current and future departments.
(4) Reviewing the recommendations for transferring lecturers and teaching assistants to administrative posts within the university, or referring them to the Civil Service Department.

- Ensuring the rights and duties of the participants in the research project.
- Upgrading the university level locally and internationally by increasing the quality of scientific research that it carries out.
- Applying ethical standards and regulations for scientific research with regard to the living organisms.
- Ensuring that the principal researcher and associates adhere to all controls, procedures and provisions contained in the system of ethics for research on living creatures, and that they implement its regulations.
- Conducting periodic evaluations and inspections of the submitted research as well as the application of standards and controls of scientific research ethics.
- Reviewing any violations that the academic staff member may commit within the field of the work of the committee.
Mission
Establishing a culture of ethical practices in scientific research at Umm Al-Qura University and ensuring that the rights of living creatures used in research are enforced. This is achieved by checking that the use of living creatures is carried out in an ethical manner, has a scientific justification, and is performed in accordance with the Islamic Shari`ah and the laws and regulations applicable in the Saudi Kingdom.
