Department Responsibilities:

The Department of Accounting is responsible for preparing the journal entries, adjustments and different accounts, as well as doing the matchings. These responsibilities include the following:

First: General journal:

  • Record disbursement orders’ entries for the orders whose checks or payment orders have been signed, as per priority settings.
  • Record disbursement orders’ entries for the treasury disbursements, as per entries sequence in the treasury.
  • Number disbursement orders and adjustments in serial numbers, as per entry priority.
  • Track all debit and credit amounts in the journal, and ensure their balance.
  • Match the treasury account with the different accounts and the data that are entered via the electronic system, on daily basis.
  • Prepare the monthly trial balance.

Second: Banks accounts, the Monetary Agency and the Ministry of Finance:

  • Follow up on the university accounts at the banks, the Monetary Agency and the Ministry of Finance, and track their deposit and withdrawal transactions.
  • Ensure the matching of the balances of the university accounts at the banks, the Monetary Agency and the Ministry of Finance.
  • Prepare the adjustments required for the university accounts at the banks, the Monetary Agency and the Ministry of Finance.
  • Prepare balance confirmation letters and get certificates for the accounts of the university.
  • Extract the data required for preparing the final account of the university.

 

Third: Adjustments (Covenants- Accounts payable- Revenues), and other accounts concerned with the following:

  • Prepare the adjustments of the covenants, accounts payable, revenues and any other adjustment concerned with currencies differences, or correcting any accounting errors.
  • Follow up on paying the covenants, prepare required reports on those who had defaulted on the payments, and keep organized files for the covenants.
  • Match the balances of the covenants in the records, with the balances displayed on the electronic system.
  • Prepare letters for cash collections and covenants reimbursements.
  • Prepare disbursement orders for covenants after confirming the eligibility of their recipients.
  • Prepare accounts payable for their owners when required, as per disbursement orders.
  • Prepare monthly statements for cash collections and their disbursement orders, for the Ministry of Finance.
  • Prepare disbursement orders through deduction from the revenues, as per the decree of revenue deduction.
  • Prepare income statements and include them into the final account of the university.
  • Match the revenue account with the Ministry of Finance.
  • Prepare Form 20 on monthly basis, as well as and the monthly balance statement.
  • Prepare a letter for each of the Ministry of Finance, and the General Auditing Bureau, and send Form 20 on a monthly basis.

Fourth: Receive the financial guarantees for the Department of Finance, open a file for them, record them in their private records, follow up on their renewal through sending letters to the banks that have issued them as per the form prepared for this purpose, receive their renewals, keep them in the main guarantees files, and follow up on the banks that send renewals and release the guarantees whose purpose has been met, after the approval of their beneficiaries.
