Umm Al-Qura University has embarked on the implementation of its strategic plan "Tamkeen 2023", which aims at placing Umm Al-Qura among the top 200 international universities by 2030. The plan is in line with the ambitious national goals stemming from the Saudi Kingdom’s vision to improve scientific, educational and qualification programs, in order to remain compatible with the requirements of the labor market and thereby contribute to the development of the national economy.

The Head of the Strategic Team for the Empowerment Plan "Tamkeen 2023", Dr. Ayman Johargy, explained that the university seeks, through the Tamkeen Plan, to serve the community and the pilgrims for Hajj and Umrah. This will be achieved by providing distinguished education and scientific research that contributes to the development of the knowledge economy and entrepreneurship, within a stimulating academic environment and through the formation of effective partnerships. He also stressed that the pioneer role that the university enjoys marks a beginning for global leadership in producing and investing knowledge, heightening interest in the issues of Hajj and Umrah, and becoming a reference in Islamic and Arabic sciences.

The Head of the Tamkeen Team clarified that the plan aims at developing the self-resources of the university and investing in its scientific resources by constantly developing scientific research, improving its outputs, and expanding the postgraduate study programs. This is in addition to creating an attractive educational environment for students that also supports academic staff members and contributes to providing a distinct level of education and professional training, to ensure quality and sustainability in knowledge development at both the local and global levels.

Dr. Johargy added that the Tamkeen team consists of 21 male and female members who have held extensive workshops and internal and external meetings with the government, private, and nonprofit sectors. Such activities were undertaken to expand partnerships, spread the culture of innovation and entrepreneurship, and enhance social responsibility in serving the community members and the guests of the Most Merciful and in actively participating in volunteer work.

According to the adopted plan, the university has applied the principle of teamwork and cooperation between its sectors. The goal is to help develop a sense of responsibility and carry on continuous improvement to achieve targeted goals and objectives, within a regulatory framework for establishing a clear vision and mission. The plan also aims at performing work based on the principle of quality and efficiency in realizing plans using development programs, embodied in seventy initiatives associated with strategic goals being performed by eight supervisory entities from within the university.
