23 Scientific Papers in UQU Discuss the Reforming Role of Charitable Work and the Fundamental Implementations and Principles Governing It

With the commencement of the fourth scientific session, scientific discussions were resumed by the participants in the International Charitable Work Conference organized by Umm Al-Qura University, represented by the College of Shari`ah and Islamic Studies, under the slogan, "Objectives, Rules and Implementations of Charitable Work", in partnership with Al-Huda Center for Shari`ah Studies for Charitable Activities. This fourth session was chaired by His Excellency Dr. Sa`d Al-Shathri, a member of the Council of Senior Scholars and the Advisor to the Royal Court. The session covered the Usul and Fiqh rules governing charitable work. Five scientific papers were discussed during the event.

First, Dr. Eissa Al-Qaddumi talked about the Usul and Fiqh rules governing charitable work, and its contemporary applications. Next, Dr. Wadha Al-Qahtani discussed the Usul rules affecting the legal aspects of charitable work. After that, Dr. Bin-`Umar Lakhsasi presented a paper entitled the impact of Usul rules on the promotion of charitable work and the expansion of its fields. Dr. Samar Al-Sharqawi also discussed the jurisprudential rule: "Hardship brings facilitation", and the impact of this rule on the legal issues pertaining to charitable work. The session was concluded with a paper by Dr. Abdul-Muhaimin Al-Khatib entitled, "Rules against Causing Harm, and Their Application to Charitable Work".

The fifth scientific session, which was carried out under the chairmanship of His Excellency the General President of the Affairs of the Grand Mosque and the Prophet's Mosque, Prof. Abdul-Rahman Al-Sudais, had the same theme. Five scientific papers were discussed during this session. Dr. Abdul Qadir Al-Khatib talked about the impact played by Fiqh Al-Muwazanat (the jurisprudence of balances) on the organization and development of charitable work. Dr. Azizah Al-Shahri then discussed the issue of the Fiqh rules and principles related to preferences in charitable programs and their applications. Besides tackling preferences in charitable program, Dr. Ahmad Dhib explored the relevant rules and determinants in his paper. Next, Dr. Ibtisam Al-Ghamdi talked about cases of necessity and their impact on charitable work. The session was concluded with a paper by Dr. Mariam Eliwah, which was presented in the context of Fiqh al-Maʾalat (jurisprudence of outcomes) and its impact on charitable work.

His Excellency Dr. Salih bin Humaid, a member of the Council of Senior Scholars and the Advisor to the Royal Court, chaired the sixth scientific session in which six scientific papers were discussed under the theme, "Ways of Implementing Charitable Work in the Light of Its Principles and Purposes". In her first paper, Dr. Shaimaa Ali discussed the subject of charitable work and its impact on maintaining the necessary objectives, as prescribed in the Shari`ah. Dr. Hajar Eliwah then touched on the historical examples related to maintaining the objectives of charitable work, according to the Shari`ah. Next, Sufyan Shibarah talked about the resources of charitable work, mentioning Waqf (endowment) services as an example and based on an applied juristic study.

Dr. Abdul Qadir Azuz discussed the mechanisms used by the charitable sector in dealing with disasters and crises,. in light of the principles and objectives of the Shari`ah. Dr. Firas Al-Shayab then talked about the priorities of contemporary charitable work in the field of Da`wah. The last speaker, Dr. Muhammad Al-Hifnawi, addressed the use of unlawful money in charitable projects, according to the relevant rules and controls.

His Excellency the President of Umm Al-Qura University, Prof. Abdullah bin Omar Bafail, chaired the last scientific session which was held under the title, "Charitable Work and its Role in Community Reform", during which six scientific papers were discussed. Dr. Al-Bashir Al-Shayib talked about the role of charitable work in family and social reform. Dr. Tahani Bahwirth then talked about charitable work in the Qur'an and its impact on educational and psychological reform.

Next, Dr. Iyad Nimr discussed the issue of charitable work and its impact on achieving sustainable development, based on an analytical study of roots and goals. Dr. Abdul Rahman Bouqili then addressed the subject of philanthropy in the Noble Qur'an by presenting an overview of the references made to it in the Qur'an as well as its concept and purposes. Lastly, Dr. Ahmad Al-Khatib discussed charitable work and its impact on the Islamic scientific renaissance, stating as an example the University of Al-Qarawiyyin in Morocco. The session was concluded with a paper by Dr. Salih Al-Nashat, which was entitled, "Charitable Work and Its Impact on the Reform of the State's Financial and Economic Policy".
