Umm Al-Qura University
On behalf of His Excellency the Minister of Education and Head of UQU Council, Dr. Hamad bin Muhammad bin Hamad Aal Al-Sheikh, His Excellency the UQU President, Prof. Abdullah bin Omar Bafail, chaired the first session of the university council for the academic year 1440/1441 A.H., on Thursday, corresponding to 4 Safar, 1441 A.H. at King Faisal Hall in the University City in Al-Abdiyyah.
His Excellency inaugurated the session with the following speech:
"Praise be to Allah Alone and Peace and Blessings be upon the last Prophet whom no prophet shall come after.
On behalf of His Excellency the Minister of Education and Head of the UQU Council, it gives me great pleasure to open the first session for the academic year 1440/1441 A.H. I would like to welcome all the attendees: their Excellency and Eminence the members of the council; the university vice presidents and the male and female deans of the colleges; as well as the Secretary General of the temporary committee in charge of the Higher Education Council, our dear colleague, His Excellency Dr. Muhammad bin Abdul-Aziz Al-Saleh.
Welcome to all of you.
Also, it gives me great pleasure on behalf of His Excellency the Minister of Education to express high praise and great appreciation for the support, follow up, care, and attention given to this deep-rooted university by the Custodian of the Two Holy Mosques and His Royal Highness the Crown Prince, May Allah safeguard them, as well as the wise government.
On behalf of His Excellency the Minister of Education, we are also pleased to congratulate and welcome the following persons:
In addition to extending thanks and appreciation to Their Excellencies the previous UQU vice presidents:
for all the constructive efforts offered by them during their tenure of the mentioned university vice presidencies.
We also, welcome the joining of Dr. Rania Ali Ahmad Abdul-Rahman to the membership of the UQU council, and congratulate her on the occasion of the issuance of the decision of His Excellency the Minister of Education appointing her as Dean of the College of Design. In addition, we extend our sincere thanks and appreciation to the previous dean of the college, Dr. Hisham bin Abdul-Rahman Maghrabi.
We also welcome the joining of His Eminence Dr. Ali bin Ahmad Al-Hudhaifi to the membership of the university council, on the occasion of the issuance of the decision of His Excellency Minister of Education appointing him the Dean of the College of Judicial Studies and Regulations. In addition, we extend high thanks and appreciation to the previous dean of the college, His Eminence Prof. Saud bin Ibrahim Al-Shuraim.
We ask Allah to grant everyone success in fulfilling their position, responsibilities, and job duties and to guide us all to what pleases Him.
O Allah, send Your blessings and peace in abundance on Prophet Muhammad, his family and his Companions."
At the end of the session, the Secretary General of the University Council and a member in the university's council, Dr. Thamer bin Hemdan Al-Harbi, pointed out that the honorable council discussed a number of the topics listed on the agenda of the council in its first session for the academic year 1440/1441 A.H. This is in addition to studying and discussing many academic, educational, and administrative topics related to many scientific and educational aspects, assuring that the appropriate decisions were made with regard to them.

Approval of the nomination of His Excellency Dr. Thamir bin Hamdan Al-Harbi (UQU's member) to continue work as the secretary general of the university. |

Informing the members of the council about the resolutions of His Excellency the Minister of Education that were issued during the summer vacation period for the Academic Year 1439/1440 A.H. based on the University Council authorization as per resolution No. 04 of the university council, made at the council's fourth session held on 25 Sha`ban, 1440 A.H. |
|
Recommendation of the approval of the university's balance sheet for the fiscal year 2018 A.D. (1439/1440 A.H) and the report of the external auditor in preparation for finalizing it according to the regulations. |

Approval of the foundation of a research chair in the name of Al-Sheikh Abdul-Latif Al-`Isa for orphans research. |
|
Approval of the declaration of the remaining third batch of the postgraduate studies programs recommended for approval by the council of the Deanship of Postgraduate Studies. |
|
Approval of the reformation of the Permanent Committee of the Affairs of Teaching Assistants, Lecturers, Language Instructors, and Researchers' Assistants for two years as of 12 Muharram, 1441 A.H. |

Approval of the reformation of the Committee of Scholarship and Training for two years as of 12 Muharram, 1441 A.H. |
|
Approval of the continuation of the authorization given to His Excellency the UQU President of the competencies of the university council stipulated in Article No. 28 and Paragraph 3 of Article 30 of the Regulation of Training and Scholarship of the employees of the universities, for one year as of 15 Jumada Al-Awwal, 1441 A.H. |

Approval of the continuation of the authorization of the competencies of the university council with regard to Article 2 of the Unified Regulations for Postgraduate Studies in the universities (for granting the higher academic degrees) to His Excellency the UQU President or whomever he authorizes for one year as of 18 Safar, 1441 A.H. |
|
Approval of the continuation of the authorization of the competencies of the university council stipulated in some articles of the Regulations of the Affairs of the Universities' Saudi Employees, including the academic staff and those equivalent to them, to His Excellency the UQU President or his deputy, for one year as of 23 Safar, 1441 A.H. |
|
In addition, there were many other topics for which the appropriate decisions and recommendations were made. |
