Establishment:

The few late decades have featured rapid scientific developments and accelerated technologies. This was the main impetus for the economic and social development and the keystone for job opportunities in developed countries and raising the living of human beings. As such developments have become a mainstay of national comprehensive defence and security, the Kingdom of Saudi Arabia has executed ambitious plans and programs for comprehensive development over three decades. The most remarkable features of such plans are the development of human resources, supplying main provisions, offering developed services and establishing a broad basis of national industries. The sector of science and technology has achieved a leading progress that provided the Kingdom with the necessary means and potentialities to cope with the aspired scientific and technological advancement. Depending primarily on computers with their software and hardware, information systems have become a mainstay of economic, educational, social and media development. Therefore, the development plans, particularly the seventh one as well as the general objectives and strategic policies of the eighth development plan, have tended to focus on using such technologies and making them among the key strategies of the country. They are meant for supporting the course of comprehensive development helping the Kingdom cope with the massive world development in this field. Among the main tendencies and objectives of Umm Al-Qura University, as a Saudi university, is the application of such technologies and placing them among its policies designed for qualifying efficient cadres that would play a part in meeting the needs of their country's development plans. The Kingdom aims at widening the basis of higher education in the fields of computer and information technologies and seeks to fulfill the needs of labour market in its governmental and private sectors. Such market has only very few numbers of specialized national cadres. Therefore, Umm Al-Qura University established departments for computer science and engineering about six years ago. However, the first department to be established then was the one affiliated to the College of Applied Sciences, the second affiliated to the College of Engineering and Islamic Architecture. Being fully satisfied about the adequacy of such steps, the university was encouraged to establish a separate college for computer science, computer engineering and information systems to which the abovementioned departments would be affiliated.

Objectives:

- Preparing specialized national cadres that are highly qualified in the fields of computer science, computer engineering and information systems

- Seeking to develop and modernize the college's academic plans in order for them to go in line with the international developments, and focusing on technological and applied aspects in course plans and practical training

- Encouraging and laying stronger stress on scientific and technological skills of students and qualifying them as to their respective fields of specialization

- Providing the opportunity for distinctive graduates to pursue their postgraduate studies in different specializations at the college

- Supporting and promoting scientific research in all fields of specialization, including technological and applied ones

- Establishing postgraduate courses for all specialties at the college in the near future.

- Providing specialized national cadres that are highly qualified in a way that fulfills the needs of development plans as well as labour market in both public and private sectors

- Adopting modern technologies that are adequate to the needs of the society

- Introducing specialized scientific studies and consultations for governmental and private bodies

- Coordinating with the College of Society Service as to the establishment and organization of continuing education programs aiming at promoting scientific, technological and applied skills for all members of the society

Dean

The same duties and powers shown in the mandate  of the powers of colleges' deans

Deputy Chairman

Assisting the dean of the college in supervising the administrations shown in the attached sketch, and acting on behalf of the dean in case he is absent.

Deputy Chairman of Academic Affairs

 

Assisting the dean of the college in supervising academic affairs, including the following:

- Academic coordination.

- Academic direction, student enrollment and guidance.

- All extracurricular activities

- Supervising scientific laboratories and technicians in charge of them.

- Supervising the college's library.

 

Deputy Chairman for consultative studies and scientific researches.

 

- Assisting the dean of the college in all the tasks related to studies and researches, including the following:

- Preparing studies dedicated to academic and administrative development of the college.

- Organizing symposiums and conferences held by the college.

- Coordinating with the scientific council the affairs related to staff promotion.

- Coordinating with the research institute the authorization of some staff members to conduct some researches

- Encouraging staff members as to scientific publishing through the provision of support and necessary channels.

- Coordinating with king "Abd Al-Az?z" City for Science and Technology to provide research opportunities for the college's staff.

-  Supervising academic studies that the college is committed to conduct for bodies inside or outside it and in the field of computer science.

- Coordinating with universities inside and outside the kingdom to exchange specialized scientific researches and to benefit full-time students at such universities.

Tasks of the Chairman of the College

1- Without prejudice to the regulations and instructions, the chairman of the college shall have the following centers as subsidiary organs:

- Center of employee affairs

- Center of administrative communications

- Treasury Center

- Center of public relations

- Follow-up center

2- Assisting the dean in disposing financial and administrative deanship affairs and carrying out the tasks authorized to him by the dean.

3- Supervising the full-time study in all administrative and academic departments for employees, administrative officials and technicians in a way that does not conflict with the applicable regulations and instructions.

4- Organizing the tasks of related bodies so as to ensure smooth course of work; simplifying procedures and making continuous follow-up.

5- Organizing annual leaves for administrative and technical deanship officials, so as to achieve the good interest of work.

6- Preparing an annual training plan for administrative and technical deanship officials; proposing appropriate training courses that fulfill the existing needs; improve skills, promote performance and develop work and approving such courses by the dean, after coordination with the relevant bodies; and supervising the execution of such courses.

 7- He is also vested with the following powers:

(7\1) Signing the letters forwarded to the medical administration and related with doing check up for deanship officials.

(7\2) Signing the application forms for emergency leaves, submitted by employees to the college's administration, based on the approval of the competent authority.

 (7\3) referring ordinary administrative leave application forms submitted by the deanship administrative and technical officials after the approval of the competent authority and within the limits of the relevant organization.

(7\4) Coordinating with different administrative and scientific departments on their administrative and technical job vacancies; preparing a relevant integrated annual study in coordination with the dean; contacting and coordinating such affairs with the competent authorities in the administration of the college.

(7\5) Conducting a periodical follow-up for deanship dealings; discussing means of treating them with the concerned authorities and repaying the relevant financial obligations.

(7\6) Approving the daily credit hours.

(7\7) Referring all affairs of professional violations or cooperation in the setting of credit hours or the performance of work, to the dean.

(7\8) Referring affairs related to the performance of or abandonment of work by deanship officials, to the concerned bodies.

(7\9) Signing off the forms of disclaimer before being signed by the dean.

(7\10) Preparing reports of evaluating professional performance of officials at the relevant administrative units.

(7\11) Taking part in the preparation of the college's budget as well as the annual report.

(7\12) Making direct contacts with different bodies at the university as regards deanship issues and officials.

(7\13) Giving permission for drawing money from the deanship treasury and approving the relevant forms.

Center of Employee Affairs

 

1- Arranging and keeping the files of deanship officials, including documents such as resolutions, qualifications and copies of correspondences, all belonging to them, along with using modern technologies and means in keeping and classifying files, as much as possible.

2- Preparing notices for all deanship officials of work commencement after appointment and promotion, or after returning from leaves, and forwarding such letters to the general administration at the university.

3- Coordinating and following up with the administration of staff and employee affairs at the university as to issues related to the affairs of contractors (non-Saudis).

4- Referring administrative leave forms, submitted by the deanship administrative and technical officials and similar officials, to the administration of staff and employee affairs at the university, after completing the regular procedures.

5- Referring application forms of emergency leaves, submitted by deanship officials, to the administration of staff and employee affairs, after completing the regular procedures; preparing a special record for this purpose.

6- Preparing acquaintance certificates, provided that they are certificates of experience or documents containing professional or financial data or information, or thank you letters and that they are signed by the chairman of the administration of staff and employee affairs.

Center of Administrative Communications

1- Arranging records for incoming and outgoing dealings and using computer in this field.

2- Receiving and handing the entire deanship letters and parcels and photocopying as well as distributing circulars among all the college's departments and concerned bodies inside and outside the college.

3- Arranging keeping files and copies of correspondences, circulars, orders and instructions, along with repaying and registering the financial obligations in records in addition to following them on a periodical and regular basis.

4- Copying, printing and photocopying of the deanship dealings.

Center of Maintenance and Treasury

1- Fulfilling the requests of deanship and the teaching departments there in relation to maintenance, services; summoning technicians and specialists of university services; coordinating with bodies related to laboratories to keep machines and maintain them on a periodical basis.

2- Securing the deanship requests and needs and receiving temporary items, including property, stationery or scientific supplies secured from the general treasury of the university, or by means of direct purchase according to the applicable formal procedures.

3- Following the tasks of the maintenance, operation and cleaning company, and submitting relevant periodical reports to the Chairman of the College.

Center of Public Relations

1- Receiving and distributing publications and media handouts among deanships and educational as well as administrative departments according to the regulating instructions.

2- Coordinating with the concerned authorities as regards the following:

A- Discussion committees of academic dissertations.

B- Lectures and symposiums organized by the college.

C- Reserving hall for the abovementioned purposes.

3- Organizing parties held by the college.

4- Arranging for receiving the college's guests and coordinating with the administration of public relations at the university.

Follow- Up Center

1- Monitoring and following attendance, across the entire administrative and academic departments, for employees as well as administrative and technical officials.

2- Receiving and handing the inquiries sent by the follow-up center at the university for administrative and technical employees.

3- Submitting weekly reports to the chairman of the college about the attendance of the college employees according to appropriate statistics.

4- Following the performance of dealings in need for a reply with different departments inside and outside the college and preparing relevant reports.

5- Submitting a weekly report to the chairman of the college about both executed and accumulated dealings inside the department and the college centers.

Secretary of the College Council

 

1- Arranging for meetings of the college council, including the preparation of agendas and invitation of guests.

2- Preparing and organizing minutes of college councils and submitting them for endorsement, after being signed by all council members; and preparing the relevant detailed memoranda.

3- Informing the competent authorities with their recommendations and following up the execution thereof.

Office of the Dean

1- Arranging the appointments of the college dean inside and outside the college.

2- Reviewing dealings before the dean and informing the competent centers of the necessary directives.

3- Answering phone calls forwarded to the dean of the college.

4- Organizing the dean's meetings (other than the college council), as regards appointments, the provision of information and documents necessary for each meeting.

It is competent in all the requirements of coordination between the college and the deanship of admission and enrollment, such as discussing the curricula, opening or closing groups and different aspects of enrollment.

2- Center of Guidance and Enrollment, which is competent in all the issues related to student reviews for the purpose of giving academic guidance to them and enrolling them.
