 Organizational, Administrative, and Advisory Guide of Umm Al-Qura University Scientific Journals

 

Introduction:

Umm Al-Qura University's various journals are refereed scientific journals designed to publish original research, scientific reviews of research, and scientific reports in Arabic or English, which have not been previously published or submitted for publication to other bodies, after being reviewed by the editorial board and refereed by specialists.

An overview of the establishment:

The first issue of Umm Al-Qura University Journal for Scientific Research was published in 1409 A.H., after the establishment of Umm Al-Qura University in 1401 A.H. The journal included different fields of knowledge and science, such as Islamic studies, Arabic studies, social sciences, applied sciences, and educational sciences. Eleven volumes of the journal were issued.

In 1419 A.H., the journal was divided into three scientific journals as follows:

  1. Umm Al-Qura University Journal of Shari`ah Sciences, Arabic Language and Literature
  2. Umm Al-Qura University Journal of Educational, Social and Human Sciences
  3. Umm Al-Qura University Journal of Science, Medicine and Engineering

Two issues of each journal were published per year until 1429 A.H., with the exception of the Journal of Shari`ah Sciences, Arabic Language and Literature, which has published four issues per year since 1420 A.H.

In 1429 A.H., His Excellency the President of UQU issued a decision to amend the names of the three scientific journals and to issue four new scientific journals as follows:

  1. UQU Journal of Shari`ah and Islamic Studies
  2. UQU Journal of Language Sciences and Literature
  3. UQU Journal of Education and Psychology
  4. UQU Journal of Social Sciences
  5. UQU Journal of Engineering and Architecture
  6. UQU Journal of Applied Sciences
  7. UQU Journal of Medical Sciences

General organizational structure of UQU scientific journals:

  • General Supervisor of UQU Journals: His Excellency the UQU President.
  • Deputy General Supervisor of UQU Journals: UQU Vice-President for Postgraduate Studies and Scientific Research.
  • Editors-in-Chief of UQU Journals 
  • Members of the Editorial Board of UQU Journals
  • University Journals Office (Head of the Office - Deputy Head of the Office – Assistant to the Head of the Office - Unified Secretariat Team)

Regulations governing university scientific research in the scientific journals*

* These regulations were issued within the Unified Bylaw for University Scientific Research issued by the decision of the Higher Education Council No. 02/Shawwal/1419 A.H., adopted at the tenth session of the Higher Education Council held on 06/Safar/1419 A.H., culminating with the approval of the Custodian of the Two Holy Mosques, Head of Higher Education Council No, 7 / B / 4403, dated 02/Rabi` Al-Thani/1419 A.H.

Regulations governing university scientific research in the scientific journals:

Article (41)

Scientific journals shall be issued at the university by a decision of the University Council based on the recommendation of the Academic Council.

Article (42)

The University Council shall appoint the editorial board upon the proposal of the Academic Council. The appointment shall be for a renewable period of two years, provided that the scientific degree of its editor-in-chief and members is not less than associate professor.

Article (43)

The editorial Board has a moral responsibility for whatever is published in the journal, oversees the publication of the journal, and determines the number of publications to be printed.

Article (44)

Research papers and articles shall not be published in the university journals unless they have been authorized for publication by two specialized referees, at least one of which must be from outside the university.

Article (45)

The Academic Council shall give an annual payment to the editorial board of each journal in the amount of (5000) five thousand riyals to the editor-in-chief and (3000) three thousand riyals to each member of the editorial board.

Article (46)

A reward of (1000) one thousand riyals may be disbursed to those whom the university asks to write in its journals in return for publishing their refereed scientific research in the university journals.

Article (47)

A reward of not more than (500) five hundred riyals shall be paid in return for the examination of the research submitted for publication in the refereed university journals, research centers, conferences, or scientific seminars held by the university, and proposals for research projects submitted for funding from the university.

Article (48)

The editorial board shall annually submit a detailed report on its activities to the Academic Council.

The procedure of the University Journals Office:

First: Material submitted to the University Journals Office

Scientific research submitted by researchers to the scientific journals for referring.

Second: The steps of the process of material submitted to the University Journals Office

Researcher procedures:

  1. Fill in the electronic form on the university's journal website, or log into the researcher's page on the journal website if available.

Journal management procedures:

  1. Ensure that the researcher's data and all attachments sent via the electronic form are complete.
  2. Referring the material (electronic form + attachments) to the editor-in-chief of the relevant journal where the research is to be refereed.

Procedures of the chairmanship of the editorial board of the relevant journal:

  1. The research shall be reviewed by the editor-in-chief to ensure the fulfillment of the basic publication rules.
  2. The research shall be referred to the initial examiner to consider the refereeing of the research.
  3. The editorial board member shall examine the research and decide the following:
  • In the event that the research meets the objective conditions, he shall appoint two referees of the research specialization from outside the editorial board.
  • If the research does not meet the objective conditions, he shall apologize to the researcher.
  1. The decision of the initial examiner shall be presented to the editor-in-chief to choose the scientific procedures to be followed.
  2. The research shall be sent electronically to the referee through the unified secretariat, after the editor-in-chief gives a direction to that effect.
  3. After the research is accepted for publication by at least two referees, the reports of the referees shall be sent to the researcher to make the required amendments.
  4. The modified research shall be sent with the reports of the referees to the relevant board member to ascertain that the researcher has made the amendments required by the referees, and to write his final recommendation on the research and send it to the editor-in-chief to make the final recommendation.
  5. The research shall be referred from the editor-in-chief to the University Journals Office to complete the printing and electronic publishing procedures.
